
Update on on-the-spot import & export topic: The National Assembly Grants Official Approval
Following the enactment of the new Law, on June 30, 2025, the Government issued Decree No. 167/2015/ND-CP to provide guidance on the new Law's provisions regarding Customs Procedures.
Accordingly, the new Law (Law no. 90/2025/QH15) formally adds the definition of "on-the-spot exported and imported goods" to the Customs Law. It also amends the current VAT Law to classify "on-the-spot exported goods" as eligible for the 0% VAT rate.
However, the Law's transitional provisions specify that these changes apply only to Customs declarations that were registered but not fully cleared before July 1, 2025.
