Since its introduction in 1998, OTS import/export has provided foreign traders with unmatched flexibility in sourcing materials and semi-finished goods from local manufacturers, streamlining the path from production to global markets.
By simplifying procedures and enabling tax incentives throughout the supply chain, this model has significantly enhanced cost efficiency and competitiveness—especially in industries like textiles, footwear, and electronics. However, these advantages have been undermined by a shift in the Customs authorities' approach to legal interpretation and enforcement.
