Norway: VAT in the Digital Age (ViDA) and E-Invoicing Requirements

ViDA (VAT in the Digital Age) is the EU’s comprehensive initiative to modernise and digitalise the VAT system across the European Union. The framework includes, among other things, increased use of digital reporting, e-invoicing, and harmonised VAT rules across EU Member States.

Norway is not a member of the EU, and ViDA will therefore not have direct legal effect on Norwegian businesses. Nevertheless, the initiative may have indirect implications for Norwegian companies, particularly those that:

  • Engage in trade with customers or suppliers in the EU
  • Are VAT-registered in one or more EU countries
  • Use digital platforms or marketplaces operating within the EU
  • Are part of a group with business activities in the EU

For these businesses, the EU’s new requirements for real-time reporting, e-invoicing, and data quality may affect systems, processes, and compliance obligations. Norwegian companies may also find that EU-based business partners impose new requirements related to invoice formats, data content, and reporting.

Although ViDA does not apply directly in Norway, it may therefore be advisable to closely monitor developments and assess how existing systems and procedures are prepared for increased digitalisation and harmonisation of VAT processes across Europe.
