Professional Background

Fabrice Demarigny is a Managing Partner of Mazars Société d’Avocats and the Global Head of Financial Advisory Services and Capital Markets at Forvis Mazars Group. A French attorney and PhD in Political Sciences, he holds degrees in Law and Economics.

He spent 11 years at the French Financial Markets Authority (AMF), where he contributed to the development of key regulatory frameworks and served as a member of the Steering Committee of the College of Supervisors of Euronext. He also participated in drafting the IOSCO Principles of Securities Regulation.

In 2002, he was appointed Secretary General of the Committee of European Securities Regulators (CESR, now ESMA). In this role, he played a central part in shaping major EU financial market regulations, including directives and frameworks related to MiFID, Prospectus Regulation, Transparency requirements, Takeover Bids, Market Abuse, and UCITS.

He joined the Mazars international partnership in 2008, becoming Partner within the firm’s legal practice in France. He later took on leadership of Capital Markets and Financial Advisory activities at Group level, where he continues to drive the development of Mazars’ capital markets expertise.

At the request of the French Minister of Finance, he authored major policy reports, including the “EU Listing Small Business Act” (2010) and “25 Investing and Financing Recommendations for the Capital Markets Union” (2015). He also chaired the Euronext Strategic Committee for SMEs and Midcaps (2012–2013), contributing to the creation of EnterNext.

He is the founder of the Securities Lawyers Association (ADB), and currently serves as Chairman of the European Capital Markets Institute (ECMI) and a member of the Paris Europlace Steering Committee. He is also a recipient of the French National Order of Merit and the Légion d’honneur.
