Panama creates humanitarian permit for irregular migrants for up to 8 years

The government of Panama has established a new "Humanitarian Security Protection Permit," aimed at irregular migrants who have been in the country for less than a year. This permit, created by Executive Decree No. 6 of March 11, 2025, and published in the Official Gazette on March 14, allows beneficiaries to obtain residence and work authorization for two years, with the option to extend up to eight years.

Who will benefit?

The Humanitarian Security Protection Permit grants residence and work authorization to irregular migrants, with an initial validity of two years and the possibility of extension for an additional six years.

Beneficiaries include foreigners who arrived from the United States in February 2025, as part of an agreement that made Panama a transit country for the definitive repatriation of expatriates. Additionally, individuals whose refugee applications have been rejected by the National Office for Refugee Assistance (Onpar) may opt for this benefit if they meet the requirements.

The National Migration Authority  will verify the authenticity of each document submitted with the application. It should be noted that providing these documents does not guarantee their validity, and if inconsistencies are detected, criminal and administrative responsibilities will be derived for the applicant or any person involved.

The Humanitarian Security Protection Permit will be granted individually to each applicant and will include authorization from the Ministry of Labor and Labor Development so that, once their residence is approved, they can immediately obtain a work permit.

Both permits will be valid for two years, allowing beneficiaries over 18 years of age to reside and work legally in Panama during that period, as long as they comply with applicable tax, labor, social security, health, and legal regulations.

Requirements and approximate costs 

To access the permit, applicants must meet the following requirements:

  • Have been in Panama for less than a year irregularly, with the possibility of having left for a maximum of 60 consecutive days.
  • Present documents such as a notarized passport, criminal record certificate, health certificate, and two passport-sized photos.
  • Have a legal representative to manage the application.

The initial cost of the permit is $1,150 per person, detailed as follows:

  • $800 allocated to a fund to cover repatriation expenses.
  • $250 for migration service.
  • $100 additional for the issuance of the card and multiple visa.

Optional expenses:

  • By paying an additional $100, a work permit will be granted (optional, payable to the Ministry of Labor and Labor Development - Mitradel).

After the initial two years, extensions for six years will cost $350 for adults and $100 for minors, while the renewable work permit will cost $250.
