Yann Semelin is a Partner at Forvis Mazars, Chartered Accountant and Statutory Auditor, who joined the firm in 2019 after holding senior roles at Andersen and EY, where he specialized in audit and advisory services for public sector entities. He is a graduate of the ESTP (École Spéciale des Travaux Publics) and ESSEC Business School.

With more than 20 years of experience in the non-profit and public sector, Yann supports a wide range of organizations, including public hospitals, government bodies, universities, foundations, and associations. He also provides accounting and financial advisory services to local authorities and public institutions, with a strong focus on improving financial governance and reporting quality.

He has developed recognized expertise in internal control systems, public accounting standards, and the preparation for financial statement certification of public organizations.

Yann is also highly experienced in the management and audit of European Union funds, having led numerous assignments related to the proper use of public funding across Europe. His work covers systems audits, operational audits, first-level controls, and financial audits for programs such as ERDF (FEDER), ESF (FSE), INTERREG, EMFF (FEAMP), AMIF (FAMI), FP7, and Horizon 2020, for audit authorities, managing authorities, and project beneficiaries. This has given him strong expertise in the regulatory, financial, and compliance frameworks governing EU-funded projects.

He regularly participates in institutional working groups within the French National Institute of Statutory Auditors (CNCC) and the Public Accounting Standards Council (CNOCP).

Very active in the development of Mazars’ public sector practice, he is also a trainer within the firm and for external clients.

Based in Paris, he plays a key role in strengthening public sector audit capabilities and knowledge sharing.
