Reciprocal tariffs imposed by Colombia in response to the measures adopted by Ecuador

In line with previously announced information, the Government of Colombia, through the Ministry of Trade, Industry and Tourism, reports that the Committee on Customs and Tariff Matters (“Triple A”) has approved the list of products covered by the temporary tariff measures adopted to re-establish balanced conditions of trade with Ecuador.

This decision provides for the application of a 30% ad valorem tariff on 23 tariff headings, broken down into 73 subheadings, corresponding to goods originating in Ecuador.

These measures constitute the continuation of the institutional response of the Colombian State to the unilateral announcement by the Ecuadorian Government to impose, as of 1 february 2026, a 30% tariff on Colombian imports, alleging a lack of reciprocity in efforts to combat organized crime.

Imports originating in Ecuador and subject to this measure are concentrated mainly in fishery and agricultural products, such as fish preparations, palm oil, and rice, followed by chemical products, plastics, and metal manufactures. Between january 2023 and october 2025, the volume imported of these products reached 683,825.8 metric tons.

In this regard, the draft decree issued by the Ministry of Trade, Industry and Tourism, which entered into force on 1 February 2026, establishes the following measures:

1.     A reciprocal tariff equivalent to 30% is imposed on the products originating in Ecuador corresponding to the tariff positions listed in Annex 1, attached hereto.

2.     Additionally, the entry of cereals, including rice, originating in Ecuador, is restricted through the Customs Sections of Ipiales and Puerto Asís for a period of thirty (30) business days, for goods classified under the following tariff headings:

3.     The entry of live animals and products of the animal kingdom, and products of the vegetable kingdom, originating from Ecuador, is restricted through the Customs Sections of Ipiales and Puerto Asís for an indeterminate period, for goods classified under the following tariff headings.

4.     The entry of goods used in the production of fentanyl is limited, for those classified under the following tariff positions:

5.     Non-compliance with the provisions herein shall give rise to the seizure of the goods and the means of transport.

6.     Regarding its validity, the decree shall remain conditioned until the Ecuadorian Government definitively lifts the “Security Fee” applied through Resolution SENAE-SENAE-2026-0006-RE.
