Forvis Mazars deepens APAC insurance capabilities with senior actuarial Partner appointment in Singapore
SINGAPORE, 18 May 2026 – Forvis Mazars, a leading global professional services network, today announced the appointment of Anthony (Tony) Atkins as Partner – Singapore, Consulting (Actuarial Services). Tony joins the firm’s Financial Services Consulting team, bringing close to two decades of insurance and actuarial expertise to strengthen Forvis Mazars’ presence in Singapore and across the Asia Pacific region.

A pivotal moment for insurance and actuarial services in Asia Pacific
The insurance sector in Asia Pacific is undergoing significant momentum and structural change. IFRS 17, live in Singapore, Hong Kong and Malaysia since January 2023, continues to demand significant actuarial judgement well beyond initial implementation, with major markets including China and India only now completing their own transitions. A 2025 CAS research paper surveying over 60 P&C insurers in live IFRS 17 territories found that 85% had changed their actuarial reserving methodology as a result and that 63% are still relying on Excel for onerous testing, a sign that the hard work of embedding robust, sustainable frameworks is far from complete.
At the same time, Singapore’s position as Asia’s leading insurance and reinsurance hub continues to attract cross-border consolidation, with foreign insurers seeking regional footholds alongside growing domestic restructuring activity. According to Chambers and Partners’ Insurance & Reinsurance 2026 report, Singapore’s insurance sector demonstrated notable resilience in 2025, with the general insurance sector recording approximately 6.7% growth in gross written premiums. This active M&A environment creates substantial demand for independent actuarial due diligence, expertise that Tony brings to
Forvis Mazars.
Beyond IFRS 17 and M&A, the region’s insurers face a broadening risk agenda. Chambers and Partners notes that AI has moved from experimentation to deployment across underwriting, pricing and claims, while Singapore has firmly established itself as Asia’s leading insurance-linked securities hub, having issued 29 catastrophe bonds totalling over US$4 billion since 2018. With most APAC markets also implementing enhanced risk-based capital regimes, the demand for deep, independent actuarial expertise across the region has rarely been greater.

About Anthony (Tony) Atkins
Tony joins Forvis Mazars as Partner in Singapore specialising in consulting for the financial services sector, with a primary focus on the insurance industry across Singapore and Asia Pacific.
With over two decades of professional experience, he has built a strong foundation in insurance consulting and actuarial services, developed through leadership roles in a Big Four firm and as Asia Pacific Head of Actuarial Consulting for a global broking firm.
Tony advises a broad range of insurance clients on strategic and complex challenges, including M&As, market entry into new territories, financial reporting transformation and compliance (including IFRS 17), and business-as-usual support such as certifying and appointed actuary services. He has served as a Certifying Actuary for insurers in Singapore and Labuan, and has led over 20 actuarial workstreams supporting buy-side and sell-side transactions across the region. He has also supported (re)insurers entering India via the GIFT City special economic zone.
Tony is a Fellow of the Institute of Actuaries and holds a Master of Science in Mathematics and Astronomy.
