Eric Cloutier Partner - Group Head of Banking Regulations

Eric is the Group Head of Banking Regulations, and Head of Forvis Mazars’ Global Financial Sector Regulatory Centre (Global FS RegCentre), the firm’s centre of expertise for regulations and supervision. He is responsible for enhancing collaboration across Forvis Mazars’ international offices, advancing the firm’s regulatory and advisory capabilities for the financial sectors, and promoting the global exchange of insights and technical knowledge. Eric manages relationships and frameworks with international regulators and supranational entities.
Experience
Eric has 24 years of experience advising regulators, supervisors, supranational institutions, banks, and investors globally. His expertise ranges from advising financial institutions to supporting policy-making and system-wide reforms of banking sectors.
He has been a senior adviser to the EBRD since 2015, under the European Banks Coordination (“Vienna”) Initiative — a framework for safeguarding the financial stability of emerging Europe. He is also a member/observer of the European Commission Advisory Panel on Non-Performing Loans (NPLs) since 2021.
Work highlights
Eric was previously on the NPL expert panel of the European Systemic Risk Board (ESRB). Other notable clients he has advised include the European Banking Authority (EBA), the EU Single Resolution Board (SRB), the European Bank for Reconstruction and Development (EBRD), the World Bank (WB), the Asian Development Bank, and numerous central banks and governments internationally.
