Siew Eng Quek Partner, Regional QRM Leader - Group & APAC
As Regional Quality and Risk Management (QRM) Leader – Group & APAC, Siew Eng leads six regions in implementing Forvis Mazars’ quality assurance and compliance strategy, ensuring alignment with global standards and regulatory requirements. She also serves as a member of several Group and APAC Quality and Risk Management Committees.
With close to 30 years of professional experience, Siew Eng previously spent over seven years at the Accounting and Corporate Regulatory Authority of Singapore (ACRA), where she was Chief Inspector and Director of the Practice Monitoring Department. There, she oversaw audit practice reviews, contributed to regulatory initiatives to enhance audit quality, monitored market and global developments and played a key role in policy-making, including establishing new regulatory frameworks and refining existing programmes.
At Forvis Mazars, she has driven significant improvements in quality and compliance processes, adopting a more risk-based and structured approach. Notably, in 2023 she successfully implemented the Singapore Standards on Quality Management (SSQM 1) for the Audit Service Line, while also supporting the firm in inspections by the US Public Company Accounting Oversight Board (PCAOB) and ACRA. In 2024, she extended quality management by raising awareness and implementing the System of Quality Management (SoQM) across non-assurance service lines. She also enhanced performance evaluation processes by linking quality indicators to partner performance through the adoption of the Group’s Partners’ Quality and Risk Report (PQRR).
Beyond compliance, her projects have delivered tangible value, from monitoring archival lapses and audit engagement data clean-up to a large-scale hard copy document clean-up, saving the firm significant annual warehouse storage costs.
On the regional front, Siew Eng launched the APAC QC community in 2021 and the APAC Risk Management community in 2024, providing platforms to align practices, share good ideas and deliver annual training. She also established a QRM team in Kuala Lumpur to support APAC countries with ISQM 1 testing, conflict checks and KYC/AML checks, strengthening regional alignment and consistency. She is also a member of the APAC Regional Committee.
Today, Siew Eng continues to champion improvement, overseeing the development and implementation of regional quality policies while driving cross-border consistency and raising service standards across APAC.
Last but not least, Siew Eng is also a trainer at the Institute of Singapore Chartered Accountants (ISCA). A strong believer in continuing professional education, she is currently pursuing the ISCA Sustainability Assurance Professional Certification.
