New partner appointment
Chan Xue Pei, Partner, Tax
Xue Pei brings over 20 years of experience in international tax planning and advisory services, with a deep specialisation in financial services, banking, insurance and asset management. She advises clients on matters ranging from tax planning and compliance to structuring of family offices, private equity and real estate. Highly regarded for her expertise in tax governance and ESG-aligned tax initiatives, she also works on carbon tax, Base Erosion and Profit Shifting (BEPS) Pillar 2 and related incentive frameworks.
In her new role, Xue Pei will focus on strengthening the firm’s financial services and asset management practices, deepening relationships with global and mid-sized institutions and helping clients navigate a rapidly changing tax and regulatory environment. With established networks across global and mid-sized financial institutions, she brings a valuable network that will strengthen the firm’s market presence and enhance client engagement in these sectors.

Senior leadership promotions
Quek Siew Eng, Regional Quality and Risk Management (QRM) Leader – Group and Asia Pacific (APAC)
As the former Head of Quality & Risk Management at Forvis Mazars in Singapore, Siew Eng is now appointed to the newly created Group role of Regional QRM Leader. In this capacity, she will drive the partnership’s quality and risk management agenda across six regions, ensuring alignment with global standards and regulatory requirements. She also serves as a member of several Group and APAC Quality and Risk Management Committees.
With close to three decades of experience, she has been instrumental in strengthening Forvis Mazars’ quality and compliance frameworks locally and regionally through structured risk-based approaches.

Cheryl Koh, Head of Quality Management
Cheryl is appointed as Head of Quality Management, succeeding Siew Eng, who has taken on a regional role in QRM. With over two decades of experience, she has worked extensively with Singapore Exchange (SGX)-listed conglomerates and multinational companies across diverse sectors including construction and energy, manufacturing, not-for-profit, property development, retail and trading.
Cheryl has played a key role in implementing the firm’s quality management system and spearheaded the rollout of the Singapore Standard on Quality Management (SSQM 1). In her new role, Cheryl will oversee firmwide quality assurance and compliance, ensuring the continued delivery of services that meet the highest standards of accuracy, integrity and trust. She will work closely with Shireen Tan, Head of Risk Management, to strengthen the firm’s quality and risk management framework and ensure leadership continuity.

Ellyn Tan, Head of Financial Advisory
Ellyn specialises in cross-border restructuring, litigation and asset recovery, having advised on complex matters across construction, logistics, technology and manufacturing sectors. Her notable experience includes management of multi-jurisdictional liquidations, judicial managements of listed companies and bankruptcies of high-profile individuals.
In her new role, she will lead the Financial Advisory practice to deliver trusted, impact-driven advice while developing the next generation of advisors.
