
What is CARM?
CARM is an initiative designed to facilitate the collection of duties and taxes on goods imported into Canada. With this new portal, the CBSA aims to modernize and simplify the process of importing commercial goods.
The CARM client portal will now centralize all CBSA communications and duty payments on a single platform.
Who is affected by the new system?
As of October 21, 2024, all businesses importing goods into Canada must register on this portal and post a financial guarantee. A business that is not registered will not be able to continue importing into Canada.
This measure also applies to businesses who use a customs broker to facilitate their import operations, and who previously did not need to obtain an import-export program account (RM).
What to do if you are affected?
You must obtain an import-export program account from the CBSA as soon as possible.
Please note that the Canada Revenue Agency ("CRA") no longer handles this type of registration. However, it is necessary to obtain a Business Number ("BN") from the CRA before you can create an import-export program account.
