How to Obtain ICV Certification in Qatar
The In-Country Value (ICV) Program is a strategic policy designed to support GDP diversification and ensure the sustained growth of Qatar’s economy. Managed by Tawteen—an initiative led by Qatar Energy (QE)—the program measures how much local content suppliers and contractors contribute to Qatar’s economy.
An ICV Score reflects the level of local economic value a company generates, including its spending within Qatar, contribution to skills development, and productivity improvements. The initiative plays a key role in reducing reliance on imports, enhancing the skills of the local workforce, and attracting foreign investment—strengthening Qatar’s global competitiveness.
Steps to Obtain ICV Certification
To become certified, a supplier must work with an accredited ICV certifier in Qatar. The process includes:
- Registration on Tawteen’s ICV Digital Portal
- Collaboration with a Pre-Approved Certifier
- Completion of the ICV Scorecard by the supplier
- Document Review & Validation by the certifier
- Issuance of the ICV Certificate & Factual Finding Report (FFR) jointly signed by the supplier and certifier
