Vietnam enters a "New era" with landmark institutional resolutions
At the meeting, Deputy Minister of Justice, Mr. Nguyen Thanh Tu provided a comprehensive overview of Vietnam's sweeping institutional reform agenda. From late 2024 to early 2026, the 13th Politburo issued a series of strategic resolutions targeting breakthrough reforms in institutional development, science and technology, the private sector, and human development. Key resolutions include:
- Resolution No. 57-NQ/TW (2024) on breakthrough development in science, technology, innovation, and national digital transformation
- Resolution No. 59-NQ/TW (2025) on international integration in the new context
- Resolution No. 66-NQ/TW (2025) on reforming the development and enforcement of laws to meet the country's development requirements in the new era
- Resolution No. 68-NQ/TW (2025) on private sector development

Mr. Nguyen Thanh Tu further noted that the Ministry of Justice has been entrusted with the role of Standing Agency of the Central Steering Committee on Institutional and Legal Reform, chaired by the General Secretary, with the Prime Minister and the Chairman of the National Assembly serving as Deputy Chairs. The Ministry's key priorities include: advising on the implementation of Resolution No. 66-NQ/TW; streamlining and simplifying administrative procedures and business conditions; accelerating digital transformation to facilitate business operations; and conducting a comprehensive review of the entire system of legal normative documents nationwide to propose systemic solutions.
These are encouraging signals of the Vietnamese Government's strong commitment to building a more transparent, predictable, and business-friendly legal environment for investment and enterprise.
Vietnam - EU legal cooperation: A strategic partnership reaffirmed
During the working session, both sides engaged in candid discussions on several issues of deep concern to the European business community, and areas in which Forvis Mazars Vietnam regularly provides advisory support to its clients:
