Draft decree on Digital Identification
On October 3, 2025, the Ministry of Public Security released the first draft amendment to the Decree No. 69/2024/ND-CP (“Decree 69”) on electronic identification and authentication (“the First Draft”).
This legal update outlines some key highlights proposed in the First Draft, focusing on electronic identification level 02 for foreigners and the integration of documents issued to individuals and enterprises into the electronic identification and authentication system.
Throughout the alert, 2 main points of the draft are discovered, including:
- Expansion of eligible foreigners for level 2 electronic identification
- Integration of documents issued to enterprises and individuals into the electronic identification system
Conclusion: The above are key highlights in the First Draft, and the proposed amendments are still in the process of public consultation and refinement. We will continue to provide updates in future bulletins should there be any further changes.
