End of the Release Prior to Payment Transition Period Without Financial Security

The Canada Border Services Agency (CBSA) has announced the end of the 180-day transition period allowing Release Prior to Payment (RPP) without financial security, which concluded on May 20, 2025.

Going forward, only importers who have provided the required financial security will retain their RPP privileges. Those who have not provided this security have had their access to RPP removed and will be required to pay all applicable duties and taxes at the time of release. As a result, goods will be held at the border until financial security is provided.

However, it is still possible to re-enroll in the RPP program by providing the required financial security. This measure is intended to ensure compliance and safeguard customs revenue as part of the implementation of the CBSA Assessment and Revenue Management (CARM) initiative.
