Accountant Regulator of the National Lottery

Forvis Mazars' people consulting team are recruiting an accountant on behalf of the Regulator of the National Lottery.

The Organisation

The Office of the Regulator of the National Lottery (ORNL) is an independent regulatory office established by statute whose role is set out in the National Lottery Act 2013 (the Act). The functions of the Regulator include procuring the holding of the National Lottery, overseeing the operation of the National Lottery and to monitor and enforce compliance with the Act and the Licence, as well as managing and controlling the National Lottery Fund. In addition, the ORNL is also responsible for exercising the enforcement rights of any trademark of the National Lottery.

The Role

The ORNL is recruiting for the role of Accountant.

This position will play a key role in supporting the Head of Audit and Finance, in the management and administration of the National Lottery Fund and oversight of the operator of the National Lottery. As a member of the Audit & Finance team, responsibilities of the role will include maintenance of processes for the control of receipts, holding and paying of funds to/from the National Lottery Fund, as well as preparation of annual financial statements and monthly management accounts for both the Fund and the Office. In addition, the role will liaise with and provide support for the Office’s external and internal auditors. They will also contribute as a member of the senior management team, to the strategy development, policy development and planning of the Office, as well as implement and champion policies, systems and procedures to ensure that robust governance, compliance and risk management systems are in place for the Office and for the National Lottery Fund specifically.

The Person

The ideal candidate should have proven experience in the areas of accountancy and audit, including management accounting and/or financial accounting, financial services, internal audit or the regulatory environment. They must be a decisive individual, and possess a high degree of technical, analytical, conceptual and problem-solving skills in financial and business management. The role will also require excellent interpersonal and communication skills, with the proven ability to engage and influence at a senior level, as well as the ability to summarise financial issues and report writing. Experience or understanding of public sector accounting and financial management systems, and/or awareness of the environment within which the ORNL operates in would be highly beneficial.
