Colum Kelly is a director in the consulting team at Forvis Mazars, where he leads the Capital Projects and Decision Support team. A Chartered Accountant with over 25 years of experience, he specialises in strategic advisory services for capital investment programmes and financial decision-making.

He brings deep expertise in Ireland’s Infrastructure Guidelines, the Public Spending Code and capital funding mechanisms. Colum supports clients across various sectors, including local government, education, healthcare, culture, environment and the not-for-profit sector.

Colum has led advisory engagements in Ireland and internationally, delivering business cases, financial reviews, management information tools, financial planning and analysis that support evidence-based decisions. His team works across the whole capital project lifecycle, helping clients access funding streams such as public sector housing finance, the Large Scale Sport Infrastructure Fund, and funds for urban and rural development.
