Digital work card
According to Official Decision No. 16973 (Government Gazette B’ 3271/25-6-2025) issued by the Ministry of Labour and Social Security, companies whose main activity (based on their Activity Code – KAD number) falls under the following categories are obligated as of June 26, 2025 to implement the Digital Work Card system:
i) Electricity, gas, steam, and air conditioning supply
ii) Wholesale and retail trade; repair of motor vehicles and motorcycles
iii) Financial and insurance activities
iv) Administrative and support service activities
For all the above sectors, any penalties related to implementation of the Digital Work Card system will apply starting from November 3, 2025.
Consequently, from June 26, 2025, until November 2, 2025, companies which are operating in the aforementioned sectors can implement the Digital Work Card system under a “trial” status.
EXEMPTIONS from the implementation of the Digital Work Card system apply in the following cases:
For the entire company:
1. The main activity code of the company (as registered in the TAXIS system), is not officially under the Digital Work Card implementation, even if company has multiple activities at the same location (some of which may fall under the categories who must implement digital card system) or if there are branch offices with activity codes which are included in the implementation of digital card.
2. The main activity code of the company (as registered in the TAXIS system) is officially under the implementation of the digital card; however, if that activity code is inactive, meaning it does not generate any financial results, as confirmed by the E3 form from the most recent fiscal year. If a company has a secondary activity code, which provides financial results, is not included in the implementation, the company is also exempted.
For branch offices:
When the main activity code of the company (as registered in TAXIS) is under the implementation of Digital Word Card, but certain branches operate in sectors that have not yet been integrated into the Digital Work Card system — and due to their specific characteristics, will be added at a later stage.
