Amendments to work permit regulations for foreigners in Thailand

The Cabinet has approved amendments to work permit regulations, aiming to alleviate administrative burdens on foreign workers and employers. The Ministry of Labour’s proposed changes seek to modernise the current system, which has been criticised for its inefficiency.

Under the existing rules, foreigners working in Thailand must obtain a work permit and collect a physical permit in person at the Department of Employment. This mandatory requirement to collect work permits in person has been a significant inconvenience, leading to increased costs for employers and disruptions to business operations. 

To address these issues, the new amendments eliminate the requirement for the in-person collection of work permits. The Department of Employment is now authorised to implement alternative collection methods, including: 

  • third-party authorisation – allowing representatives to collect permits on behalf of foreign nationals; 
  • postal delivery – sending permits by post; and 
  • online collection – providing digital access to permits. 

These reforms are designed to streamline the work permit process for all foreign workers, including those involved in film production and music festivals. By enhancing flexibility and reducing procedural obstacles, the amendments aim to create a more efficient and convenient system for both foreign employees and their employers in Thailand.
