This announcement reflects the principles approved by the Cabinet in its meeting held on 26 August 2025.
Following the Cabinet’s recent approval of the Ministry of Labour’s proposal, the commencement date for collecting contributions to the Employee Welfare Fund has been officially postponed by one year. The new effective date is now 1 October 2026, instead of the previously announced 1 October 2025.
Rationale for the postponement
The decision to delay implementation was made in light of ongoing economic uncertainties, including:
· Trade tariff increases by the United States,
· Adjustments to the minimum wage,
· Regional geopolitical tensions.
These factors have placed financial pressure on both employers and employees. The postponement aims to alleviate this burden and support continued employment stability.
Contribution rates remain unchanged
Despite the delay, the prescribed contribution rates remain as follows:
Periods | Employee contributions | Employer contributions |
| From 1 October 2026 to 30 September 2031 | 0.25% | 0.25% |
| From 1 October 2031 onward | 0.50% | 0.50% |
