Thailand postpones Employee Welfare Fund contributions to 1 January 2027
Executive takeaway: The Employee Welfare Fund has not been cancelled. Mandatory collection is scheduled to begin on 1 January 2027. Businesses should not treat the deferral as a pause in preparation: eligibility and exemptions must be assessed employee by employee, and payroll controls should be tested before January payroll is processed.
What has changed?
A Royal Decree published in the Royal Gazette on 22 October 2026 moves the commencement of Employee Welfare Fund (EWF) collections from 1 October 2026 to 1 January 2027. The new decree is effective from 1 October 2026, while the collection obligation starts on 1 January 2027. These dates serve different purposes and should not be conflated.
The explanatory note cites the impact of recent flooding and the resulting financial pressure on employers and employees. The postponement provides affected businesses with short-term cash-flow relief and additional time to complete implementation work.
Who should pay attention?
The EWF framework generally applies to employers with 10 or more employees that fall within the Labour Protection Act B.E. 2541 (1998), subject to statutory exclusions and exemptions. In particular, the position of employees who are members of a provident fund or covered by another qualifying welfare arrangement should be checked carefully.
Commercial point: do not assume that operating a provident fund automatically removes all EWF exposure. Coverage should be reviewed at employee level, including employees who have not joined the provident fund or whose membership has ceased.
Contribution rates and revised timeline
Contribution period | Employer contribution | Employee contribution |
| 1 January 2027 to 31 December 2031 | 0.25% of wages | 0.25% of wages |
| From 1 January 2032 | 0.50% of wages | 0.50% of wages |
No EWF deduction or matching employer contribution should arise solely for the interim period from 1 October to 31 December 2026 under the postponed collection timetable. If amounts have already been deducted or remitted for that period, employers should verify the appropriate correction process with the Department of Labour Protection and Welfare before making payroll adjustments or repayments.
What should employers do now?
- Confirm scope and exemptions: Map all Thai employing entities and establishments, confirm headcount, and document which employees are in scope or exempt.
- Reconcile provident fund membership: Check actual membership records, not merely whether the company offers a provident fund. Flag non-members, new joiners, leavers and suspended memberships.
- Reconfigure and test payroll: Set the collection start date to 1 January 2027, validate the wage base and contribution logic, and run a test payroll with exception reporting.
- Prepare registration and remittance controls: Confirm responsible personnel, required registration forms, approval steps, submission deadline and the remittance calendar. Current rules generally contemplate remittance by the 15th of the following month, but employers should confirm the aligned implementing rules before the first filing.
- Communicate clearly with employees: Explain the employee deduction, the separate employer contribution, deduction amount, the effective date and how the amount will appear on pay slips.
- Review any October deductions: Identify premature deductions or accounting entries and obtain legal or regulator guidance before reversing or reallocating them.
