His key areas of interest include urban infrastructure, large-area developments (Special Economic Zones and Special Investment Regions), tourism, transportation and logistics (railways, roads, shipping and ports), wastewater and water treatment and energy.

Leadership and growth:
Bhaskar has led, guided and managed projects across sectors, addressing a wide range of issues such as policy formulation, regulatory studies and frameworks, infrastructure planning, institutional strengthening, capacity building, feasibility studies, PPP policies and PPP transactions, including bid advisory, bid documentation and bid process management. He is also a guest lecturer in Project Finance and Infrastructure Development at leading management institutes in India.

Education:
Bhaskar holds a Post Graduate Diploma in Management from the Indian Institute of Management, Lucknow and a degree in Chemical Engineering from the National Institute of Technology, Raipur, Chhattisgarh.

Sector/client experience:
Bhaskar has worked with various provincial and federal governments and their agencies in India and the South Asia region, multilateral funding agencies, and private sector organisations across the sectors mentioned above. He has served as a Senior Consultant, PPP with NITI Aayog, the Government of India’s think tank and as an Asian Development Bank (ADB) consultant with the PPP Office in Bangladesh. Bhaskar has also completed the Certified PPP Professional (CP3P) course – Foundation and Preparation – offered by APMG International.
