The Cross Council Assurance Service (CCAS) is a national framework enabling public sector organisations - including local authorities, health bodies, housing providers, and other eligible entities - to access high-quality internal audit and advisory services. We have been successfully appointed to the new multi-supplier framework on both lots:

  • Lot 1: Internal Audit
  • Lot 2: Advisory Services.

Our services

We work as a single team to deliver your needs – tailoring this approach as needs change. Each client has their own core account team, which will comprise a dedicated Engagement Partner (or licensed Responsible Individual), Manager and Assistant Manager, providing continuity and experience at the highest level. The core account team will identify where specialist expertise may be required to ensure the right team members are available at the right time to meet your expectations.

Internal audit services

We work with a wide range of organisations across the public and social sector delivering internal audit and assurance services – we understand how to provide these services effectively and retain the experience within the team to provide real insight and quality outcomes.

Fully outsourced internal audit provision

Providing the full service, including acting as your Head of Internal Audit and setting and delivering the internal audit plan. We will engage with your Audit Committee and senior stakeholders to position internal audit as a key function within your organisation.

Co-sourced internal audit provision

Covering delivery of all or part of your internal audit plan, including risk-based internal audit, systems and compliance reviews, risk management and governance reviews, as well as specialist assurance where required.

Secondments

At all levels to provide cover for interim roles, maternity cover, sickness cover or to ensure delivery where vacancies exist.

Wide range of other assurance activities

With dedicated specialist public and social sector internal audit professionals, we provide a wide range of assurance activities to meet your needs, such as risk assessments and workshops, data analytics, internal control reviews and continuous assurance.

Advisory services

Our advisory services cover a wide range of activities from system/service design through to specific advice in technical areas, such as tax or treasury. We have subject matter experts from across the breadth of service (public facing or back office) that the public and social sector provides.

Your core account team will support you to identify the right specialist following discussions, as we understand that circumstances can vary between organisations and one size does not fit all in the public and social sector.

How to use the framework

Before using the CCAS Framework, all public sector organisations should satisfy themselves as to the scope of the Services under the Framework Agreement and consider any necessary internal procedures for accessing external consultancy advice. Should a public sector organisation wish to utilise the Framework Agreement, the following process shall apply.

  1. Register with Barnet Council -This can be done by contacting Adam Calmonson by emailing adam.calmonson@barnet.gov.uk or calling 020 8359 2591
  2. Enter into an Access Agreement - Each public sector organisation will enter into a contract with Barnet which allows them to access the Framework (an ‘Access Agreement’). Once this has been signed, access will be provided to the Framework. There is no upfront registration fee and no commitment to use the Framework exclusively (or at all). There is no limit on the amount of service orders that can be placed through the Framework, but there is a cumulative cap (£215,000 per supplier per lot), above which triggers a mini competition between suppliers.
  3. Issue a Service Order Form - Agree the Order Form with the supplier, detailing the task, price, timelines and any deviations from the specification. The Order Form is effective once signed by both parties.
